Frequently asked questions

Answers to the most important questions about our services and processes

I have several products for which I want to obtain approval in Germany. Do I have to apply and pay for a separate procedure for each authorisation?

Under certain conditions, product groups or product variations can be combined within one marketing authorisation. Furthermore, it may have time and cost advantages to apply for several marketing authorisations at the same time.

How is Approval Consulting paid?

After the general initial consultation and discussion of your project, we prepare an offer for the above-mentioned project phases. In the project phases, the estimated billable project hours are roughly stated and costed. At the end of each phase, the actual hours worked are billed.

What services are provided by Approval Consulting within these phases?

Among others, the service portfolio consists of the following services:

  • Elaboration of the recognised rules of technology, as well as classification of the opposing material
  • Communication with the DIBt, the test institutes and other parties involved in the process
  • Development of suitable solutions for the client’s business case
  • Development of specifications for the materials to be approved
  • Preparation of cost, time and capacity calculations
  • Development of a test programme in cooperation with DIBt and the test institutes
  • Preparation or collaboration in the preparation of documents relevant to approval (e.g. EAD)
  • Supervision of product tests, production tests and any random sample tests
  • Revision of approval notices
  • Preparation of declarations of performance
  • Preparation or revision of sales documents

  1. preparatory work
  2. preparation of the application
  3. monitoring of the approval process
  4. approval test
  5. conclusion
  6. If necessary, additional services and/or approval extensions
Why should I work with Approval Consulting on my approval project?
  • We advise you before the approval process begins, check your documents and advise you on whether an approval makes sense for you and, if so, which is best for you.
  • The approval processes in Germany are lengthy, complicated and highly bureaucratic. By hiring Approval Consulting, you can continue to concentrate on your core competencies while we take care of the approval processes for you.
  • We have made ourselves experts in the approval processes and standardised them. This means that we know exactly what to do at any time and in any situation. This saves time and eliminates reactive power. This makes the approval process faster and cheaper.
  • The approval process usually involves the competent authorities, test institutes and experts. When Approval Consulting is involved, we inform you about the current steps and stay in contact with all parties involved. You do not have to do anything else.
  • We plan the approval process from start to finish. This enables you to better plan and use your resources.
  • The involved parties in Germany communicate mostly in German. Due to German communication with the authorities, there are fewer misunderstandings, faster action and reaction and less reactive power.
I already have a proof of usage. I have already had tests done. Do I still need an approval?

The possibility of having national proofs of use or tests recognised in Germany is a case-by-case decision. What is important here is the standards according to which the tests were carried out. Test or use certificates carried out by independent, internationally certified test institutes (Notified body of EOTA) are usually also recognised in Germany. However, the final decision on this is up to the authorities. If necessary, tests that have already been carried out or existing proofs of usability can accelerate the approval process and reduce the process costs. However, we strongly advise against carrying out tests without consulting us in advance. It may result in those tests having to be repeated.

How expensive is an approval?

Similar to the duration of the approval, there is also a wide range of approval costs. A big cost factor of the procedure is the necessary testing effort of the materials.

how long does it take to get an esta approval

The period between the application for approval and the actual certification is highly dependent on the material to be approved. No general statement can be made. Periods of between 1 and 7 years are possible.

How do I get an approval?

Depending on the material, different approvals and approval processes come into play. In general, the appropriate proof of usability must be applied for at the DIBt. Approval is often accompanied by product and production tests, either once or on a regular basis.

What kind of approvals are there?

In general, a distinction is made between approvals for construction products and types of construction:

Approvals for construction products:

  • ZiE: approval in individual cases
  • abP: general building authority test certificate for construction products
  • abZ: general building authority approval
  • ETA: european technical Assessment according to a recognised EAD (european assessment document)
  • the use of construction products in accordance with the applicable European harmonised standards according to the European Construction Products Regulation

Approvals for types of construction:

  • vBG: project-related construction type approval
  • abP: general building authority test certificate for types of construction
  • aBG: general type approval
  • TR: application according to a technical report
What do I need an approval for?

In contrast to other countries, in Germany almost every construction product and every type of construction requires a German or internationally recognised approval so that it can be used or installed.

What is an approval?

A proof of usage (commonly referred to as “approval”) is a proof that a construction product or a type of construction can be used permanently and safely. It is issued by the competent German building authority, the DIBt (Deutsches Institut für Bautechnik / German institute of construction techniques) or the competent building authority of the federal state.
